can not boot to safe mode

After using the F-8 key to enter safe mode and choosing the safe mode option the computer just re-boots back to windows without going into safe mode. I have had this happen only on a few computers. Any ideas on what I can do to enter safe mode since the computer will not do so in the normal way. Using windows xp professional. Did not find any information on microsoft's web site. Thanks for any clues.
